Did Guru Padmasambhava actually condemned the use of tobacco?

In the article about Bhutan's strict tobacco laws I read "Bhutan;s most revered Buddhist saint, Guru Padmasambhava, condemned tobacco in his teachings and scriptures as long as the eighth century".

How is that possible since tobacco was a plant unknown outside the Americas until the 16th century.

I wonder to what exactly Guru Padmasambhava was really referring.
